\n\nOn 28 May 2021\, InDivEU researchers had the chance to prese nt the preliminary results of their research to members and officials from the three groups of the European Economic and Social Committee.
\nP rof. Brigid Laffan (European University Institute\, InDivEU coordinator) p resented the InDivEU project to the EESC members. She outlined InDivEU’s b uilding blocks\, underlining that the project is designed and build on a b ottom-up approach with four main elements: 1) Foundations of Differentiate d Integration\, 2) Evolution\, 3) Zooming-in in particular policy areas\, 4) Policy Advice and Designs on DI.
\nProf. Frank Schimmelfennig (ET H Zurich\, InDivEU scientifi lead) provided an overview of the causes and consequences of Differentiated Integration (DI). He presented the distinct ion between Internal Differentiation (member states do not participate in all EU policies) and External Differentiation (non-member states particip ate in individual EU policies). Prof Schimmelfennig then explained differ ent patterns of the DI: Multi-speed integration (differentiation is tempor ary)\, Multi-tier integration (durable\, core vs. periphery countries) a nd Multi-menu integration (durable\, varying groups of members across poli cies). He underlined that\, according to his research\, there are two sor ts of heterogeneity that drive DI: 1) based on different economic preferen ces and capacities and 2) based on different ideological preferences and i dentities.
\nProf. Catherine De Vries (Vrije Universiteit Amsterdam and Università Bocconi) gave a presentation on public preferences for Diff erentiated Integration. When it comes to DI preferences and their drivers\ , her research investigates determinants of those preferences and examines if patterns in public opinion are mirrored by political parties and gover nments.
\nGiulia Bonacquisti (Trans European Policy Studies Associat ion) presented the findings of a consultation that were conducted within t he InDivEu project among national stakeholders in 7 EU Member States (Esto nia\, Finland\, France\, the Netherlands\, Poland\, Slovakia\, and Spain). The aim was to gather insights from the national stakeholders on DI with a particular focus on 3 dimensions: feasibility\, desirability and sustain ability of DI. These consultations involved a wide range of national stake holders like policy makers and servants\, academics\, business and interes t groups\, media and civil society. Methods used were participatory worksh ops\, brainstorming groups\, real-time polls\, surveys.
\nThe prese ntations were followed by a discussion with members of the EESC about the pros and cons of Differentiated Integration and its implications for the F uture of Europe.

During the next six months\, the Slovenian Presidency will have to sail through trou bled waters to address some of the most pressing EU issues\, such as the r ecovery from the COVID-19 pandemic\, the implementation of the European Gr een Deal\, the digital agenda and EU’s relations with its external partner s. To scrutinise the priorities and challenges of the Presidency\, TEPSA and its Slovenian member institute\, Centre of International Relations (CIR) – Univ ersity of Ljubljana\, will digitally host the Slovenian Pre-Pr esidency Conference on 17 and 18 June 2021.
\nTEPSA and CIR will gather high-level panellists to speak in plenary a nd parallel sessions about current EU affairs\, including the European Gre en Deal\, European solidarity\, digitalisation\, the EU post-pandemic\, th e Conference on the Future of Europe\, Enlargement\, and European strategi c autonomy. During the two day-event\, EU and Slovenian policy-makers\, of ficials\, researchers\, journalists and civil society members will aim at answering some of the following questions:
\nDuring the event TEPSA will also present its Recommendations to the Slove nian Presidency. These recommendations are formulated by experts from the TEPSA network\, without necessarily representing the views of TEPSA or its Member Institutes.

\n \nOn 15 November 2021\, TEPSA and its Slovenian member institu te\, the Centre for International Relations at the University of Ljubljana \, organised a closed-door online discussion between InDivEU project resea rchers and Slovenian public officials and policy makers.. This event is pa rt of a series of InDivEU dialogues with national policy makers\, coordina ted by the Trans European Policy Studies Association (TEPSA). These dialog ues serve to ensure that InDivEU findings and recommendations are brought to the attention of national policymakers.
\nAt the event\, Dr. Paol o Chiocchetti (European University Institute) introduced the main findings and recommendations of the InDivEU project\, including an overview of the past and future trends where he stressed that the level of differentiatio n is likely to either stagnate or increase with enlargement and / or Euros ceptic public opinions and governments. Dr. Maja Bučar presented the key f indings of the Slovenian country case. The presentations were followed by a discussion that focused mainly on how to address heterogeneity between p references\, capacities and interests of Member States\, and how to unders tand the relationship between differentiated integration and other tools s uch as subsidiarity.

On 13 December 2021\, the Finnish Institute of International Affairs and the Trans European Policy Studies Association (TEPSA) organis ed an online discussion with Finnish policy makers in the framework of the InDivEU project on “Are coalitions of the willing the future of t he EU?”
\nThe meeting discussed the main findings and recom mendations of the ÍnDivEU project. Differentiation and flexible integratio n are already the reality in the EU. In recent years\, differentiation has been increasingly discussed as a way to move beyond the multiple dividing lines within the EU and to increase the effectiveness of the Union. An in teresting example from the Finnish perspective is the area of defence wher e member states have introduced Permanent Structured Cooperation\, work in different minilateral formats\, and currently discuss the role of coaliti ons of the willing in developing the EU’s rapid reaction forces. However\, there are also widespread concerns about increasing differentiation for e xample regarding the rule of law\, migration and asylum policy\, and the S ingle Market.
\nWhat are the prospects of differentiated integration in the years to come? How does Finland position itself? And what does dif ferentiation mean in the defence field?
